the santa cruz city council is considering mandatory campaign EXPENDITURE caps. on tuesday, the council decided to repeal the current voluntary expenditure cap system in favor of a proposed mandatory system. currently some CANDIDATES claim that the voluntary caps are being DISREGARDED, and the ORDINANCE is basically un-ENFORCEABLE. the mandatory expenditure cap issue will go before the council for further consideration on june 24th.
