NASA  SCIENTISTS  ARE  WORKING  WITH  THE  CALIFORNIA  DEPARTMENT  OF  WATER  RESOURCES  TO  BETTER  MEASURE  THE  GROUNDWATER LEVELS  AND THE SNOWPACK,  AS  WELL  AS  PREDICTING  STORMS.  TO  THAT  END  THE SCIENTISTS  ARE  DEPLOYING SATELLITES  AND  OTHER  TECHNOLOGY.  THE  NASA  SCIENTISTS  ALSO  SAY  THE  SAME  TECHNOLOGY  CAN  BE  USED  TO  IDENTIFY  WHERE  LEVEES  ARE  LIKELY  TO  BREACH  (WHEN  THERE  IS  A  HIGH  VOLUME  OF  WATER  PRESENT).
