ONE OF SANTA CRUZ COUNTY’S NEEDLE EXCHANGE GROUPS WILL STOP ITS SERVICES ON DECEMBER 31ST.   THE STREET OUTREACH SERVICES ORGANIZATION, CONTROVERSIAL PROGRAM THAT OPERATED A HOME DELIVEREY EXCHANGE PROGRAM WILL BE DISSOLVING THE ORGANIZATION AT YEARS END. SOURCES SAY THE DECISION TO DISBAND CAME AFTER THE DEATH OF A KEY MEMBER OF THE GROUP. 34 YEAR OLD EMILY AGER, DESCRIBED AS THE GROUPS DRIVING FORCE DIED UNEXPECTEDLY IN OCTOBER.
