Nearly 100 low income residents at a Seaside apartment complex could be left homeless in the next few months due to increase in their rent.    Manager’s at The Del Monte Manor apartments say they need to charge their tenants more after the federal government stopped paying the low income subsidies it said it would pay.  Tenants who pay $260 a month for a one bedroom apartment, could pay as much as $400 more.    Residents at the 98-room complex have been issued a 90-day notice with changes taking effect as of February 15th of next year.
