Officials report a relatively quiet night last night after Halloween revelers took to the streets in downtown Santa Cruz.   The festivities brought in an estimated crowd of 20,000 people, and as of 11 p.m. last night the 120 police officers patrolling the area made 18 arrests and issued a handful of citations.   Santa Cruz Deputy Police Chief Steve Clark says that’s a pretty low number compared to 32 arrests made last year, and that number was also down from 50 in 2011.   Streets were blocked on Pacific Avenue between Mission and Laurel Streets.  Police are expected to release final arrest totals later today.
