Salinas Police say they plan to beef-up enforcement efforts after another traffic fatality this week.   The latest victim, a 53-year old man was run over and killed on Abbott Street near Harkins Road early yesterday morning.    Police say the victim was struck by three vehicles in quick succession while he was crossing the street just before 6 a.m. The man is the 4th pedestrian to be killed so far this year in the city.    With the latest incident, police plan to crack down on pedestrians and drivers after receiving two grants from the Office of Traffic and Safety.
