A massive police presence, severe penalties and gang sweeps is what out-of-control revelers can expect tonight in the downtown area of Santa Cruz. A safety enhancement zone went into effect midnight Wednesday morning and ends at 3 a.m. November 1st. That means fines could be over $1,000 for destroying plants and more than $500 for urinating in public. Santa Cruz Police Chief Steve Clark says every available officer will be patrolling downtown streets tonight, where they also plan on conducting probation and gang searches as welll. Last year, 32 arrests were made during Halloween that number is down from 50 in 2011.
