A plan that would use agricultural wash water and storm-water runoff from Salinas to a recycled water project for the Monterey Peninsula, will be considered tonight.   Salinas city council members will discuss negotiations with Monterey Regional Water Pollution Control Agency in an effort to use the agency’s proposed groundwater replenishment project.   The project is expected to provide a new water supply to offset the state ordered cutback in pumping from the Carmel River, that is slated to take full effect by 2017.
