A STATE AUDIT REVEALED THAT DOWNING RECEIVED A 2-POINT-ONE MILLION-DOLLAR GROSS PAYMENT AND A  917-THOUSAND DOLLAR ROLL-OVER INTO A RETIREMENT ACCOUNT, ALL WHILE CONTINUING TO DRAW A HIGH THREE-FIGURE SALARY FOR TWO MORE YEARS.
