SANTA CRUZ POLICE OFFICERS ARRESTED A 22-YEAR-OLD MAN LAST NIGHT FOR ALLEGEDLY ACCOSTING A MAN IN A SEABRIGHT AVENUE RESTAURANT. JOEL RAFAEL REYES CHALLENGED THE MAN TO A FIGHT BECAUSE THE MAN WAS WEARING RED, THE COLOR WORN BY A RIVAL GANG. REYES BRANDISHED A KNIFE AS THE TWO MEN ARGUED IN THE PARKING LOT. OFFICERS FOUND REYES ABOUT A BLOCK AWAY WITH THE KNIFE WHICH HE APPEARED TO DISCARD AS THE OFFICERS NEARED. REYES WAS ARRESTED ON SUSPICION OF GANG PARTICIPATION , BRANDISHING A KNIFE, AND PROVOKING A FIGHT.
