the santa cruz city council has approved a pilot program for the city to manage capitola’s lifeguards this summer. the city of santa cruz will manage capitola’s 13 lifeguards beginning on memorial day. the city of capitola will pay santa cruz 67-thousand dollars to manage the beach safety program, so that a capitola community officer could return to other duties. officials with the two cities have said they have considered making the arrangement permanent.
