a gilroy man accused of killing his wife’s chihuahua puppy has been deemed incompetent to stand trial. 53 year old bud wally ruiz was RECOMMENDED to seek help with an appointed doctor at a psychological facility, where he will remain in custody until he is considered fit for trial. the court appointed PSYCHOLOGIST has requested funding for further examinations of ruiz. criminal proceedings have been halted for now. he faces 25 years to life in prison under california’s 3 strikes law because of past felony convictions.
