a non-profit group has wiped its paws of a proposed dog training center in marina. the institute for canine studies, which had a 50 year lease for 21 acres of city land, announced that they had hit a wall with negotiations with the city. the group had asked for an 18 month extension to submit a specific project plan, while the city of marina offered a 4-month extension. the group now plans to start an education pilot program to teach people how to train dogs in monterey county.
