A landowner is asking the city of capitola to reconsider the rejection of a proposed restaurant.  Peter dwares is seeking to rent a space in the capitola mercantile to the thirsty duck ale house.  The planning commission had previously denied his permit request, however that was when the plan was for a generic restaurant with alcohol service.  The thirsty duck would close at 11 p.m., which could cause the planning commission to reconsider.  Commissioners are scheduled to address the issue at their meeting thursday.
