The santa cruz county local agency formation commission, (known as LAFCO), has recommended approving the expansion of UCSC, with certain restrictions.   the proposal could lead to complications, particularly committing the city of santa cruz and the university to completing the process of annexing the land, a process that could take more than a decade.  LAFCO supported an expansion into 240-acres north of campus, but not the entire 374-acres that had been sought.   One of the central issues in the expansion is whether the increase would strain city water supplies.   Sewer-hook ups are another hurdle, as well as the fact that the campus borders unincorporated areas of santa cruz county.   A public meeting on the proposal is slated for December 7th.
