The chief of the sand city police department has received international recognition, for his role in helping launch a program, that helps law enforcement deal with suspects that have mental illnesses.   J. Michael kline is set to receive the award from the crisis intervention team international, at a ceremony scheduled for September.   Kline helped create the Monterey-county-wide program, which gives officers training through the Monterey county critical incident training academy.     The academy’s creation followed the 1998 shooting death of 60-year-old charles Vaughn senior.  He was believed to have a mental illness, and his death followed other incidents involving suspects with such disabilities
