Salinas Council members unanimously approved a buyout program to be offered to the city’s municipal workforce in an attempt to avoid layoffs and lower costs and . Despite the green light to move ahead with the program, city officials have yet to discuss the proposal with city union leaders, those talks are planned for today. Yesterday’s council vote comes as the city continues it’s negotiations with 9 employee groups for concessions to fill a $7 million dollar budget deficit for the 2011-2012 fiscal year.
