The retirement of Carmel’s City Administrator Rich Guillen was announced yesterday during a special closed session. Guillen was not present when council members met during the-hour long closed meeting to discuss his dismissal, discipline or release from city employment after a sexual harassment lawsuit was filed against him in July. The council unanimously passed Guillen’s prior written decision to retire. Guillen, meanwhile, has agreed to remain on the job until his replacement is found or until March 31st.
