Police made a 2nd arrest yesterday in a Seaside fatal shooting last year that left one man dead and one injured. 21-year old James Smith of Seaside surrendered without incident after he was taken into custody from his Marina Drive apartment. Smith and 21-year old Andre Lee-Van were identified as the suspects in the Sept 15th shooting which killed 23-year old Troy Hill and injured 24-year old Scott Reynolds. Lee-Van was arrested in June, both men face multiple charges including murder and attempted murder. If convicted, Smith faces a possible prison sentence of 25-years to life.
