Over 100 officers were on hand when roughly 20,000 people gathered in downtown Santa Cruz last night for the Halloween festivities. Police made a total of 40 arrests for multiple charges including public intoxication, battery, possession of a concealed weapon, and drug possession. 23 Municipal Code Violations were also issued for open container violations and urinating in public. A fight was reported at about 9:45 p.m. on Pacific Avenue, one person suffered a broken nose during the incident. Police also made a number contacts with known county and out of county gang members through-out the night.
