Over 100 police officers in Santa Cruz were on hand last night when over 20,000 people gathered downtown for the Halloween festivities. Police officials say 30 arrests were made by 11:30 p.m. mostly for alcohol-related violations. A fight was reported at about 9:45 p.m. on Pacific Avenue, one person suffered a broken nose in that incident. Police say the atmosphere of the event shifted when a gang-presence was noted by 10 p.m. A triple fine zone was in full force last night for open containers, defacing public property and noise violations.
