A resolution was unanimously approved yesterday by Scotts Valley city leaders that establishes a certain business section of the city as a recovery zone. The city’s redevelopment project area on Mount Hermon Road and Scotts Valley Drive, would serve as the recovery zone, which would allow the city to apply for a recovery zone bond, which is designed to pay for infrastructure and construction projects as well as job training and educational programs.
