State officials that set workplace safety rules have approved new regulations for employees that work outside.   The occupational safety and health standards board voted unanimously yesterday(thurs) to modify and clarify the current rules.   The new regulations require employers to provide shade to 25-percent of workers at a time, and allows them to use trees and vines as a shade source (a stipulation that many employers had requested).   The requirements are triggered when temperatures reach 95-degrees, and apply to agriculture and construction employers.
