A new state equity system for COVID-19 could help counties reopen more areas of their economies. Monterey County could be helped if it brings down its case positivity rate.
Areas that have been hit hard, such as Salinas South Monterey County, could hold back reopening the entire country. Under new rules, the county will have more opportunities to meet certain criteria to get the economy going again.
