The need for cannabis enforcement in Monterey County is higher than officials anticipated. That’s according to a county administrator that oversees the cannabis operations program, who said more funding was needed for the 2018-19 budget. Those efforts would help enforce compliance by legal cannabis vendors and reducing black market sales of the drug.
