a report has been released that alleges a monterey county water resources board member had a financial conflict of interest. former board director steve collins was simultaneously a paid consultant for rmc water. collins voted on a 200-thousand dollar contract from the county to rmc water. the district attorney and a state ethics watchdog are conducting an investigation.
