Business owners, and Monterey county officials, have issues with the new owners of the Mid-Valley Shopping Center in Carmel Valley. That’s because the new owners have started to make changes to the center….but without the proper permits. Along with the unpermitted changes, the new owners have told their tenants that they want new upscale tenants so they can ‘improve the quality of the center’.
