Monterey county teenage drivers wear their seat belts at 1 of the lowest rates in the state. That’s according to a study released last week by researchers at c-s-u Fresno. The study was funded by the California office of traffic safety, and revealed that teenagers in monterey county had an 87-point-2 percent usage rate. That’s below the statewide average of 96-point-1 percent.
