The monterey county grand jury has released its final report for 2011. the report included analysis and recommendations on a range of issues, from welfare to employee overtime. The 13 grand jurors recommended more oversight for local welfare distribution, particularly fees charged for accessing electronic benefits, and the process for advertising and approving food-stamps and other benefits. The report also scrutinized salaries and overtime practices around the county, suggesting that more oversight of overtime hours is needed. Grand jurors also found that county social workers have likely been under-reporting cases of possible abuse of minors. Depending on the type of assistance a minor is seeking, (such as pregnancy counseling), reporting potential abuse is mandatory. However, not all such cases were reported to proper authorities.
