(08:29) SALINAS – Salinas officials are planning the construction of an artist community in the Chinatown area. Since 2012, the city has been working with MidPen Housing Corporation to build a 90-unit complex on Soledad Street called Arts Habitat. The building would provide low-income housing as well as commercial, retail and artist spaces. The city and MidPen plan to sign a development agreement later this year, with construction beginning in October 2017. (S.G.)
