(08:30) MONTEREY COUNTY – The executive director of the SPCA for Monterey County has announced he plans to retire this summer. Gary Tiscornia was appointed to the position in 2000. During his years of leadership, he has been credited with turning the organization around financially. He also improved staffing and added new programs and services. Tiscornia will retire in June.
