The Santa Cruz Water Department lifted the mandatory water rationing restrictions today. The department will also cease all penalties for high water usage for the month of December. Although Santa Cruz has experienced a recent abundance of rainfall, the department says that voluntary rationing is still necessary. The watershed needs at least 60 more inches by spring for the local drought to come to an end. Only 13 inches have fallen so far.
