Watsonville is the only city in santa cruz county that allows safe and sane fireworks.     Fireworks go on sale Monday morning, and both the police and fire departments are preparing for the holiday.  Authorities are warning that there is a 1000 dollar fine for each illegal firework, as well as for any one under 18 years old caught lighting fireworks.
