A KAYAKER BECAME ENTANGLED IN KELP ABOUT 300 YARDS FROM SHORE ON WEST CLIFF DRIVE AND MERCED ON FRIDAY AFTERNOON.       HE ALLEGEDLY WAS FISHING WHEN HE DRIFTED INTO THE KELP BED, CAUSING HIS KAYAK TO FILL WITH WATER.  FIREFIGHTERS  HELPED HIM BOARD AN AWAITING HARBOR PATROL BOAT AND TOOK HIM TO THE HARBOR WHERE HE WAS EVALUATED BY SANTA CRUZ A-M-R PARAMEDICS.
