A  MAN  WAS  ARRESTED  A  SHORT  TIME  AFTER  HE  THREATENED  TO  KILL  U.S. REPRESENTATIVE  SAM  FARR,  AND BOMB  THE  SANTA  CRUZ  COUNTY  GOVERNMENT  BUILDING.        72  YEAR-OLD  STEPHEN  BROWN REPORTEDLY  WENT  INTO  THE  BUILDING  SHORTLY  AFTER  NOON  ON  MONDAY.      WHEN  REFUSED  A  LUNCH  DATE  WITH  FARR’S  AIDE,  BROWN MADE  SEVERAL  THREATENING  STATEMENTS  AND THEN  LEFT.  HE  WAS  ARRESTED  A  FEW  HOURS  LATER  WHEN  HE  RAISED  A  RUCKUS  AT  THE  MILITARY  RECRUITING  OFFICE  ON  41ST AVENUE  IN  CAPITOLA.
