CHANGES ARE COMING REGARDING PLASTIC BAG LAWS IN SANTA CRUZ COUNTY.      STARTING MARCH 20th, THE COST OF PAPER BAGS RISES TO 25 CENTS PER BAG.     BEGINNING APRIL 22nd (EARTH DAY) RESTAURANTS CAN NO LONGER PROVIDE PLASTIC BAGS TO CUSTOMERS.     IN A MEETING TONIGHT AT 6 P.M. IN THE PACIFIC GROVE CITY COUNCIL CHAMBERS, COUNCILMEMBERS WILL LOOK AT A PROPOSED ORDINANCE THAT WOULD BAN RETAILERS FROM GIVING CUSTOMERS PLASTIC AND PAPER CARRY-OUT BAGS.
