an art project proposed for the 41st avenue median in capitola was approved by the capitola city council last night.  the 200-thousand dollar project would feature colorful sculptures of sails, kayaks, and surfboards on the median along 41st avenuetruckee artist troy corliss has been selected to produce the art installation, which is expected to be completed by next spring.
