ALTHOUGH  PEOPLE  ON  BOTH  SIDES  OF  A  CRITICAL  WATER  ISSUE  PREDICT  THAT  THE  FINAL  DECISION   WILL  BE  APPEALED  TO  THE  STATE  WATER  RESOURCES  BOARD,   THE CENTRAL  COAST  REGIONAL  WATER  QUALITY  CONTROL  BOARD HAS  VOTED  TO  REJECT  A  PLAN  (BY  A  coalition  of  state  and  regional  agricultural groups).    THEIR  PLAN  STRESSED  COALITION-BASED  PROJECTS,   AND  3RD PARTY  EVALUATIONMONITORING,  AND  REPORTING.    THE  PLAN  THE  BOARD  ADOPTED  YESTERDAY,    FOCUSES  MOST ON  LARGE  FARMS  (NEAR  POLLUTED  WATERWAYS),  WHERE  SPECIFIC  PESTICIDES  ARE  USED,  OR  FARMS  WHERE  CROPS  WITH   HIGH  NITROGEN  LOADS  ARE  GROWN.
