SEASIDE PLANNING COMMISSIONERS GAVE THE GREEN LIGHT THIS WEEK TO MOVE FORWARD WITH DEVELOPMENT PLANS FOR A YOUTH HOSTEL.   IN A SIX-TO-NOTHING VOTE WEDNESDAY, THE COMMISSION APPROVED THE 120-BED HOSTEL PROPOSED BY AMERICAN YOUTH HOSTELS TO BE BUILT ON 4.5 ACRES OF CITY LAND BETWEEN SIXTH AVENUE AND GIGLING ROAD.   COUNCIL MEMBERS ARE EXPECTED TO ACT ON ZONING CHANGES AS PART OF THE PROJECT APPLICATION.   THE PROJECT, WHICH WOULD BE BUILT IN SEVERAL PHASES OVER 10-YEARS, INCLUDES RENOVATING FOUR OLD ARMY BUILDINGS ON THE SITE.
