A SUSPECT WANTED FOR A SALINAS MURDER EARLIER THIS YEAR, AWAITS EXTRADITION FROM MEXICO.   22-YEAR OLD JULIO CESAR GARCIA WAS PICKED UP BY MEXICAN AGENTS MONDAY AT THE CALEXICO BORDER STATION IN MEXICALI.   GARCIA WAS IDENTIFIED AS ONE OF THE SUSPECTS IN THE JANUARY GANG-RELATED HOMICIDE OF 17-YEAR OLD JORGE PEREZ.   GARCIA, A U.S. CITIZEN, WAS TURNED OVER TO U.S. CUSTOMS AND BORDER PATROL OFFICERS, AND BOOKED INTO IMPERIAL COUNTY JAIL IN EL CENTRO CALIFORNIA.   HE IS EXPECTED TO BE EXTRADITED BACK TO MONTEREY COUNTY.
