(08:27) SALINAS – The family of a Salinas man has filed a claim against the city’s police department. Earlier this month, 28-year-old Jose Velasco was detained after allegedly battering his mother and resisting arrest. Community members are criticizing the officers for using excessive force while apprehending Velasco. Civil rights attorney John Burris has filed the claim, saying Velasco’s rights were violated. The suspect had previously been diagnosed with drug-induced psychotic disorder and was under the influence of methamphetamine during his confrontation with police. Velasco is currently being held in jail, pending charges. City officials plan to respond to the claim within 45 days. (S.G.)
