(10:40) Santa Cruz – A man was arrested after he was caught with drugs On Wednesday. The incident took place around 4:00 p.m. in Winkle Park in Soquel. Deputies reported that while they were on patrol they came across Philip Willis who was franticly trying to pack up his stuff. Willis had 5 warrants for his arrest, and was in possession of heroin, methamphetamine, burglary tools, shaved keys and stolen credit cards. Willis was booked into Santa Cruz County Jail.
