(16:47) MONTEREY – 3 members of the Monterey Police Department are slated to be promoted on Friday. Officers Mickey Roobash, Jeremiah Ruttschow and Doug Holley will be promoted to the rank of sergeant. the ceremony is set to begin at 4 p-m in the city council chamber in Monterey City Hall.
