A RASH OF SMALL FIRES IGNITED RECENTLY ON SAN ANDREAS ROAD IN WATSONVILLE IS SPARKING CONCERN AMONG INVESTIGATORS.  POLICE SUSPECT THE THREE VEGETATION FIRES THIS PAST WEEK IN ISOLATED LOCATIONS MAY HAVE BEEN DONE BY AN ARSONIST.    ONE FIRE WAS REPORTED EARLY TUESDAY MORNING AND ANOTHER LATER THAT SAME DAY.   BOTH FIRES WERE DISCOVERED NEAR TWO DIFFERENT RAVINES, WHILE A THIRD FIRE WAS REPORTED ALONG THE RAILROAD TRACKS NEAR HARKIN SLOUGH.   POLICE SO FAR HAVE RULED OUT ACCIDENTAL CAUSES, AND ARE SEEING PATTERNS SUCH AS EARLY MORNING FIRES NEAR HOMELESS AREAS.
