Governor brown has authorized emergency measures to alleviate the rising cost of gasoline in the state. Gas prices in California hit a record high Sunday, after a sudden spike in recent days. In santa cruz, prices averaged 4-dollars-61-cents a gallon, (about 80-cents more than the national average). Governor brown has authorized refineries to start producing winter-blend gas about 3-weeks early, which will increase supply by about 8 to 10 percent.
