The death of a convicted killer known as the “I-5 Strangler” is being investigated as a homicide,
Investigators said 81-year old Roger Kibbe was found unresponsive in his cell at Mule Creek State Prison around 12:40 a.m. Sunday. A corrections officer was doing an inmate count when the officer noticed Kibbe’s cellmate, 40-year-old Jason Budrow, standing near Kibbe, who was lying on the floor.
Medical staff took Kibbe to the prison’s health care facility, where resuscitation measures were unsuccessful, and he was pronounced dead.
Kibbe was sentenced to state prison in 2009 from San Joaquin County to serve life without the possibility of parole for two counts of first-degree murder.
