the watsonville city council voted to reject a claim made by the owner of green valley village mobile home park. albert vierra submitted a claim for lost rent when approval of proposal to increase rent at the mobile home park was delayed. vierra says that the city owes him 400-thousand dollars in lost rent due to improper handling of the rate hike proposal. the city council has hired a lawyer, as the complaint moves to litigation.
