Former water board director Stephen Collins appeared in a monterey county courtroom wednesday, for an arraignment hearing. Collins, who resigned from the monterey county water resources agency board of directors in april, is facing 33-felony counts and 6-misdemeanor charges. the accusations include billing for services that were not performed, as well as conflict of interest. Collins did not enter a plea at the hearing, which was continued until November 30th. Collins was allowed to go free after the hearing, after his lawyer argued he is not a flight risk and should not be jailed.
