Members of the santa cruz county fair board voted tuesday to freeze all spending, except for spending on the county fair scheduled for September. The board voted 6 to zero to approve the freeze, which includes halting construction on a new entertainment hall. That project has cost more than double the original estimates. That, combined with a decline in revenue and a potentially costly lawsuit, influenced board members to temporarily freeze spending, and analyze how to best move forward.
