the ordinance, that bans dogs from capitola beach, will stay on the books. that’s because nobody on the capitola city council would “make a motion” to change the law. the biggest problem (noted by beachgoers and city council-members alike) is the poop that gets left behind in the sand….and everyone agreed that to write up an ordinance (that would only allow well-mannered dogs, and/or responsible owners), would smack of discrimination….which is something no one wants.
